The RICS CIL Index for 2027 is 412, an increase of 3.0% on the 2026 figure of 400. It applies from 1 January 2027.
The index is prepared, maintained and published annually by the Building Cost Information Service (BCIS) on behalf of the Royal Institution of Chartered Surveyors (RICS), with the support of the Ministry of Housing, Communities and Local Government (MHCLG).
| Year | Index | Published |
| 2027 | 412 | 26 October 2026 |
| 2026 | 400 | 27 October 2025 |
| 2025 | 391 | 28 October 2024 |
| 2024 | 381 | 23 October 2023 |
| 2023 | 355 | 24 October 2022 |
| 2022 | 332 | 25 October 2021 |
| 2021 | 333 | 26 October 2020 |
The index is based on the BCIS All-in Tender Price Index (BCIS All-in TPI), which measures changes in the prices contractors charge for building work. It keeps CIL rates in line with changes in tender prices.
It is published on the same base as the BCIS All-in TPI used under the previous regulations. This means it can be used to update existing charging schedules and as the base for new ones.
The index is published on the fourth Monday in October each year and is not normally subject to revision. Any amendment would require the agreement of MHCLG, and details would be published on this page.
The index should be applied in accordance with the Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019 and the related MHCLG guidance.
Since the 2020 calendar year, charging authorities have used the RICS CIL Index. The figure for a given calendar year is the figure for 1 November of the preceding year.

The index for each calendar year is calculated in October of the preceding year. It is the arithmetic mean of the BCIS All-in TPI figures for the final quarter of the year before calculation and the first three quarters of the calculation year, rounded to the nearest whole number.
For example, the 2027 index is calculated using the BCIS All-in TPI figures for 4Q2025, 1Q2026, 2Q2026 and 3Q2026, as available in October 2026.
